What is the best comfort bike available?

I want to get my younger brother a good bike for his birthday. I don't care about cost, I just want it to be good quality. I expect the better bikes to be more expensive. If you could give me a brand name, that'd be wonderful.

Check out the local bike shops they all have comfort bikes. The most important thing to to get the correct size and the shop will help with that. Here are some examples.

Where I live, I believe a recumbent trike would be most comfortable and safe (you did not mentioned his age/built/weight)
High quality comfort bikes are really not very expensive as bikes go. The most important thing is to buy him one that fits. Fit if First. Your local bike shop(s)is the place to go. Brands such as Trek, Giant, Fugi, and Surley are good. There are others.
Unfortunately, even on so called good brands, rust can be a problem, especially on nuts and bolts, even chrome. Ask about this. Are the nuts and bolts made from a rustless alloy? If not, they need to be protected with clear coating or a regular wiping down with light oil.
What is very important is figuring out what kind of riding u'll be doing and getting a bike made for that. You can get bikes made for downhill, freeride, all mountain, xc, and dirt jump/park. All the full suspension bikes will run u about 1200 and up for a decent one but hardtales will start at about 600
