How so?
As Ride!Urban says, you are limited in how much you can raise your handlebars by the length of the steering tube. If your steering tube has any spacers on top of the handlebar stem, then you can raise your handlebars. If there are no spacers on top of the handlebar stem you are done.
Assuming there are some spacers on top of the handlebar stem you need to do the following:
1. take off the cap screw.
2. remove the spacers – this will expose the top of your steering tube.
3. Loosen the binder bolts holding the handlebar stem to the steering tube. (Keep in mind, when you loosen these screws up, there is nothing holding the entire front end together.)
4. Lift the handlebars and stem off the steering tube.
5. Put the spacers beneath the handlebar stem on the steering tube.
6. Put the handlebar stem back on the steering tube. (To hold everything tightly, the top of the steering tube should be slightly below the top of the handlebar stem.)
7. Replace the cap screw and torque it down slightly. (If you torque it down too much you'll pull the star fangled nut out of the steering tube. If you don't torque it enough, you'll have slack in your headset.)
8 Tighten the biner bolts on the stem.
Voila, your handlebars are higher!
If there are no spacers, it is time to get a new fork with a longer steering tube, or get some riser bars.

If you've got a threaded headset with a quill stem, you can raise the stem (and thus the bars) to a height that is equal to, or even above, the saddle height. If your current stem doesn't allow you to raise your bar sufficiently, you can buy quill stems with deeper bodies that allow this (Nitto Technomic). Nitto also makes a "Dirt Drop" stem that features a positive rise and a shorter length which work would work to bring your current bar higher and closer to you.
Any time you sit up to expose a larger frontal profile, you're losing some aerodynamic advantage. If you're currently using only the tops of your drop bar, I wouldn't believe you'd notice a decline in average or top speed.
If you want to really raise your back, you can look into some "Moustache" (Nitto) bars or a similar variation of them (Dove, Albatross, etc). These promote an upright riding position when you hold the ends of the bar, but you can also grasp the "hooks" toward the center of the bar for those times when you might want to get out of the wind. You can use downtube or barend shifters with any of these, and your current road brake levers are compatible with Moustache bars.
Do what works for you. If you're comfortable, you'll probably ride more,,,and that's what matters most.
This is true. When you look at the top of the handlebars when he’s just about to finish, he is wrapping the tape TOWARDS the rider while it should be AWAY from the rider. Since he did it that way, the pressure from his hands will make the wrap looser. If he did it the other way, the tape would only get tighter as the rider used it.
